I've downloaded a user guide for WinGEMS and for version 5.3 it's mentioned that Windows is supported from Windows 9x NT up to Windows XP. Considering the area where WinGEMS is designed for..., I highly doubt that you can run it on Windows 10 and a special or updated version is needed.
